ALL MEN, ALL SAVED, ALL TRUTH!

INTRODUCTION
All Men, All Saved, All Truth
The Eternal Will of the Father Fulfilled in Christ
By Carl Timothy Wray
> “Who will have all men to be saved, and to come unto the knowledge of the truth.”
— 1 Timothy 2:4

All Men
From the highest mountain to the lowest valley, from the saint to the sinner, from the wise to the wandering — God’s desire includes all. Not some. Not a few. Not just the elect. All men. Every nation, tribe, tongue, and soul. The will of God is not selective — it is universal in scope and eternal in power.

All Saved
Salvation is not an offer — it is a divine intention. It is not merely a reaction to sin — it is the plan from the foundation of the world. Christ did not come hoping a few would believe. He came to take away the sin of the world (John 1:29). The Lamb was slain with the full intention that He shall see the travail of His soul and be satisfied (Isaiah 53:11).

All Truth
To be saved is only the beginning. God’s will is not only to rescue us but to reveal Himself. Truth is not a doctrine — Truth is a Person. Jesus said, “I am the Truth.” The knowledge of the Truth is the unveiling of Christ in full — not in part, not in shadow, not through religion — but face to face, heart to heart, spirit to Spirit.

The Will of God Shall Stand
This book is a bold proclamation that God’s will shall not fail. His purpose is unfolding. His heart is being revealed. And all men shall be saved — in order, in time, and into truth.

This is not a theory — it is the thunder of divine purpose.
This is not wishful thinking — it is the decree of the One who declared,
> “I have spoken it; I will also bring it to pass; I have purposed it, I will also do it.”
(Isaiah 46:11)
Let the veil be lifted.
Let the Truth be known.
Let all men come.
CHAPTER ONE

The Eternal Will of God
> “Having made known unto us the mystery of His will, according to His good pleasure which He hath purposed in Himself.”
— Ephesians 1:9

Before there was sin, there was a Savior.
Before Adam fell, the Lamb was slain. Before man ever missed the mark, the will of God had already made provision for restoration, redemption, and reconciliation. God’s will is not a reaction — it is the origin. It is eternal, sovereign, and victorious.

God’s will is not man’s opinion.
Religion has reduced salvation to a matter of chance — as if God’s plan hangs in the balance of human will. But Paul declared that salvation is “not of him that willeth, nor of him that runneth, but of God that shows mercy.” (Romans 9:16)

The will of God is rooted in His nature: love.
God is love, and love does not abandon its creation. Love seeks. Love saves. Love never fails. The eternal will of God is not to destroy, but to deliver — not to condemn, but to complete all things in Christ.
> “According to the purpose of Him who worketh all things after the counsel of His own will.”
— Ephesians 1:11

The Will of God Is a Mystery Now Revealed
For generations, men stumbled in darkness, seeing only fragments of the divine plan. But in Christ, the veil is removed. Paul wrote that the mystery has now been made known — that God is gathering all things together in Christ, both in heaven and in earth (Ephesians 1:10).

This is not just about individual salvation. It is about the cosmic redemption of the entire creation — a plan conceived in eternity and now manifested in time.

The Will of God Will Be Done
Jesus taught us to pray:
> “Thy will be done in earth, as it is in heaven.”
This was not a desperate wish — it was a prophetic command. The will of God shall invade the earth, overtake every lie, overcome every resistance, and fulfill the Word:
> “The earth shall be filled with the knowledge of the glory of the Lord, as the waters cover the sea.” (Habakkuk 2:14)

The eternal will of God is unchanging, undefeatable, and unstoppable.
Before the beginning, God purposed all men to be saved and to come into the knowledge of the Truth. And He shall not fail.
CHAPTER TWO

Not Willing That Any Should Perish
> “The Lord is not slack concerning His promise, as some men count slackness; but is longsuffering to us-ward,
not willing that any should perish, but that all should come to repentance.”
— 2 Peter 3:9

God’s heart is not destruction — it is deliverance.
He is not eager to judge with wrath but to restore with grace. The mistaken idea that God desires to punish, torment, or cast away those made in His image is a lie birthed from religion — not from Revelation. He is not willing that any perish.

Longsuffering reveals love.
Why has the world not ended? Why are the heavens still open? Because God is waiting — patiently, powerfully, and purposefully — for all to come. That includes the rebellious, the prodigal, the lost, the bound, the religious, the atheist — all.

God’s will and man’s will are not equal.
Man may resist for a time, but God outlasts resistance. His love never gives up. His mercy never runs out. The Lord is not a beggar hoping for human cooperation. He is the Sovereign Savior, who will not rest until the lost are found and all come to repentance.
> “For God hath concluded them all in unbelief, that He might have mercy upon all.”
— Romans 11:32

What Does “Perish” Mean in the Light of His Love?
To perish is not annihilation — it is to miss the purpose for which something was created. It is lostness, not extinction. God’s will is not that anyone remain lost. He leaves the ninety-nine and seeks the one — until He finds it.
Christ’s words echo eternally:
> “The Son of Man is come to seek and to save that which was lost.” (Luke 19:10)
He does not abandon the lost — He rescues it. He restores it. He returns it to Himself.

Repentance is Coming — For All
Repentance is not self-punishment — it’s a change of mind, a divine awakening. The Spirit will convince the world of sin, righteousness, and judgment (John 16:8). This is not man convincing man — it is God revealing God to every heart.
There is coming a day when:
Every knee shall bow
Every tongue shall confess
…not by force, but by revelation.

He Will Not Lose What He Came to Save
> “This is the will of Him that sent Me, that of all which He hath given Me I should lose nothing, but should raise it up again at the last day.” (John 6:39)
Nothing will be lost. Nothing will be left out. The fire of God is not a fire of torment — it is a fire of purification, preparing the soul to see Christ as He is.

The will of God is clear:
Not one shall perish.
Not one shall remain blind.
Not one shall be left out of the plan that was sealed from the beginning.
CHAPTER THREE

The Man Christ Jesus – The Mediator for All
> “For there is one God, and one mediator between God and men, the man Christ Jesus;
Who gave Himself a ransom for all, to be testified in due time.”
— 1 Timothy 2:5–6

One God. One Mediator. All Mankind.
There is no second Savior. There is no backup plan. There is one Mediator — not between God and the elect, not between God and the church alone — but between God and all men. The man Christ Jesus stands as the divine bridge between Creator and creation, the one true pathway through which all must come.

He Gave Himself — a Ransom for All
Christ did not die for a portion. He did not shed blood with uncertainty. He gave Himself as a ransom — for all. This is not a weak offer of grace — this is a cosmic transaction, the full payment for the release of all mankind from the bondage of sin, death, and darkness.
> “Behold the Lamb of God, which taketh away the sin of the world.” (John 1:29)
Not hides it. Not delays it. Not postpones it. Takes it away.

A Ransom Declared in Due Time
The fullness of His sacrifice will be testified in its due time. There is an appointed order in the plan of God. Some hear now, some later, but all shall hear. Some see now, others in the ages to come — but every eye shall see Him.
> “As in Adam all die, even so in Christ shall all be made alive.”
(1 Corinthians 15:22)

The Man Christ Jesus: God in Flesh, Flesh in Glory
He is the God-man, fully divine and fully human — the prototype of the new creation. In Him, we see not only who God is but who man is destined to become. He does not stand as an exception — He stands as the firstborn among many brethren (Romans 8:29).
He is not merely the Savior of individuals — He is the Mediator of a new creation, the Head of a body that will include all things in heaven and earth.

No One Is Outside His Reach
There is no man, no woman, no tribe, no generation beyond the reach of this one Mediator. He has gone into the lowest hell and ascended to the highest heaven — that He might fill all things (Ephesians 4:10).
The mediation of Christ is not passive — it is active, powerful, and progressive through the ages.

The Testimony of the Ransom Shall Be Heard
Every generation shall hear it.
Every soul shall confront it.
Every heart shall be pierced by the light that shines from His face.
And every tongue shall confess that Jesus Christ is Lord.

There is no separation He cannot heal.
There is no soul He will not ransom.
There is no darkness the Mediator will not overcome.
He stands between God and all men — and He shall not fail.
CHAPTER FOUR

Salvation Is a Process, Not Just a Moment
> “Who will have all men to be saved, and to come unto the knowledge of the truth.”
— 1 Timothy 2:4

Salvation is not a one-time event — it is a divine journey.
The modern church has preached a shallow gospel — one that says “repeat after me” and calls it salvation. But God’s will is not just to save men from sin — it is to bring them into truth, to transform them into the full stature of Christ.

We are saved, we are being saved, and we shall be saved.
Scripture reveals salvation in three tenses:
Past – Justification: “By grace you have been saved.” (Eph. 2:8)
Present – Sanctification: “Work out your salvation with fear and trembling.” (Phil. 2:12)
Future – Glorification: “Now is our salvation nearer than when we believed.” (Rom. 13:11)
Salvation is a living process — one that unfolds through time, through testing, through truth.

Salvation is not just escape — it’s transformation.
God is not building a rescue mission — He’s forming a new creation. Christ didn’t just die to deliver us from hell — He died to bring us into Himself, to be conformed to His image, to dwell in unbroken union with the Father.
> “Whom He foreknew, He also did predestinate to be conformed to the image of His Son.” (Romans 8:29)

Coming into the Knowledge of the Truth
God’s desire is not just that we get saved — but that we know the Truth. And Truth is not a doctrine — it is a Person.
> Jesus said, “I am the Truth.” (John 14:6)
Salvation without truth is infancy without maturity, birth without growth, freedom without identity. That’s why many are saved but still bound — forgiven but not yet free.

Coming into the knowledge of the Truth is:
A process of revelation
A journey of intimacy
A walk in the Spirit that unveils Christ within us

Every Man in His Own Order
Not all come at once — but all shall come.
> “But every man in his own order: Christ the firstfruits; afterward they that are Christ’s at His coming.” (1 Corinthians 15:23)
Some come in the firstfruits.
Some come in the harvest.
But all will be gathered — because salvation is not instant for all, but inevitable for all.

The Process Is the Glory
We must never despise the process. Every tear, every trial, every fire is part of the salvation journey. The seed doesn’t just appear — it dies, breaks, roots, and rises.
God is patient. He’s not in a hurry. He is forming Christ in us, until we are not only saved from sin, but revealed as sons.

God is not just trying to get people into heaven.
He’s bringing heaven into people.
This is salvation. This is truth. This is the will of God for all men.
CHAPTER FIVE

The Knowledge of the Truth — Christ Himself
> “Who will have all men to be saved, and to come unto the knowledge of the truth.”
— 1 Timothy 2:4

Salvation begins the journey, but Truth completes it.
To be saved is to be delivered — but to know the Truth is to be transformed. The will of God is not just to rescue us from sin, but to reveal Christ in us. The end goal is not just heaven — it is union with the Truth Himself.

Truth is not a doctrine — Truth is a Person.
> Jesus didn’t say, “I speak the truth.”
He said, “I AM the Truth.” (John 14:6)
The knowledge of the Truth is the intimate, inward knowing of Christ — not facts about Him, but fellowship with Him. Many are saved, but few have truly come into the knowledge of the Truth. That’s why they remain bound, blind, and defeated.

The Truth sets free — but only when known.
> “You shall know the Truth, and the Truth shall make you free.” (John 8:32)
There is no freedom without revelation. The knowledge of Christ liberates us from:
Religious bondage
Sin-consciousness
Fear of judgment
Carnal thinking
Separation mentality
Truth unveils our union with God, and in that unveiling, we are changed.

What Is This Knowledge?
The Greek word for “knowledge” in this verse is “epignosis” — not just general knowing, but full, deep, precise, intimate knowledge.
It’s the same word used when Paul prayed:
> “That I may know Him, and the power of His resurrection…” (Phil. 3:10)
This is not academic — it’s experiential.
This is not mental — it’s spiritual awakening.

Christ in You — the Knowledge of Glory
The Truth we are to know is Christ in you, the hope of glory (Col. 1:27).
He is not far off. He is not coming down again.
He is within — and Truth is discovered by the unveiling of His presence within our spirit.
This is what Paul meant when he said:
> “When it pleased God… to reveal His Son in me.” (Galatians 1:15–16)

The Truth Is Not Optional — It Is Inevitable
God’s will is that all men come into this knowledge.
Every soul will eventually behold Him — not just outwardly, but inwardly.
This is why Paul declares that the Spirit is sent to lead us into all Truth (John 16:13) — and He shall succeed.

Salvation is the gate.
Truth is the path.
Christ is both.
All shall come — not just to the altar, but to the awareness.
Not just to forgiveness, but to fullness.
Not just to a Savior — but to Truth that sets them free.
CHAPTER SIX

God’s Methods and Movements Through the Ages
> “He hath made everything beautiful in its time: also He hath set the ages in their heart, so that no man can find out the work that God maketh from the beginning to the end.”
— Ecclesiastes 3:11 (literal Hebrew)

God works in divine order — not human urgency.
The Father is not panicked. He’s not rushing. His will is sure, and He unfolds it through the ages, each step in perfect alignment with His eternal purpose. His plan is not reactionary — it’s a divine choreography of glory, set in times and seasons.

God does not redeem everything at once — but in divine order.
> “Every man in his own order…” (1 Cor. 15:23)
There is a progressive unfolding of salvation and truth:
The firstfruits (the elect, the overcomers)
The harvest (the multitudes)
The gleaning (the last and least)
No one is left out — they’re simply brought in at appointed times.
Like waves rolling in from the sea — all will come.

The Elect Are the Pattern, Not the Privileged
God raises up a firstfruits company — not to be exclusive, but to be examples and forerunners. The elect are the beginning of what God will do in all. What He does in the remnant now, He will reproduce in the whole later.
> “He shall bring again Zion.” (Isaiah 52:8)
“Out of Zion, the perfection of beauty, God hath shined.” (Psalm 50:2)

The Ages Are God’s Canvas
Religion teaches eternal destinies.
Revelation unveils ages of purpose.
> “Unto Him be glory in the church by Christ Jesus throughout all ages, world without end.” (Ephesians 3:21)
God created the ages (Greek: aionas) to carry out His plan, stage by stage:
The age of the Law
The age of Grace
The age of the Kingdom
The age of Fullness
…and beyond
In each age, He unveils more of Himself, more of His truth, and brings more of His creation into the knowledge of Him.

He Will Not Stop Until All Is Restored
> “Whom the heavens must receive until the times of restitution of all things…” (Acts 3:21)
Restitution means restoration to original condition. God’s endgame is not destruction — it is restoration. The cross purchased it. The Spirit performs it. The ages execute it.

We Are Living in the Move of God
You and I were born in this hour not by accident. We are part of a divine wave — a movement of grace, light, and truth sweeping the earth.
As firstfruits, we are not just to be saved — we are to be formed into truth, filled with Christ, and then sent forth as His voice in this age.

God is not done.
He is moving.
He is speaking.
He is bringing all men — not just to an altar, but to the knowledge of the Truth.
And He’s doing it through the ages.
CHAPTER SEVEN

The Restoration of All Things
> “Whom the heaven must receive until the times of restitution of all things,
which God hath spoken by the mouth of all His holy prophets since the world began.”
— Acts 3:21

Restoration is not a side note — it is the final goal.
Peter’s message in Acts 3 wasn’t new. It echoed the cry of every true prophet since the beginning of time: God will restore all things. The mission of Jesus Christ was not just to rescue souls — it was to make everything new.

Restitution means more than revival — it means return.
The word in Greek (apokatastasis) means to bring something back to its original state. God is not patching things up. He is not giving second chances. He is reconciling everything back to Himself, according to His eternal blueprint.
> “And, having made peace through the blood of His cross, by Him to reconcile all things unto Himself…” (Colossians 1:20)
All things — not just some. Heaven and earth. Visible and invisible. All.

The Cross Was Not a Partial Victory
The blood of Jesus didn’t win a few. It won the whole creation. What Adam lost, Christ has regained — and more. The restoration of all things includes:
The redemption of mankind
The healing of creation
The overthrow of death
The reconciling of the spirit world
The full unveiling of Christ in all

The Prophets Saw the Restoration
From Moses to Malachi, the prophets spoke of a day when:
The knowledge of the Lord will cover the earth (Habakkuk 2:14)
All nations shall flow to the mountain of the Lord (Isaiah 2:2)
The desert will blossom like the rose (Isaiah 35:1)
All flesh shall see the glory of the Lord together (Isaiah 40:5)
This is not fantasy — this is prophetic fulfillment, and Jesus is the key to it all.

The Restoration of All Does Not Bypass Judgment — It Flows Through It
God’s judgment is not His rejection — it is His correction.
His fire is not to destroy forever — it is to purify and refine.
Every work that opposes love, truth, and righteousness will be consumed — not the person, but the false image within.
> “Our God is a consuming fire.” (Hebrews 12:29)
But that fire restores what is true, and burns away what is not.

Jesus Will Not Rest Until All Is Brought Back
Heaven retains Him — not forever, but until the restoration is complete.
He shall not grow weary.
He shall not be satisfied until every created thing bows in love, lifted into life, baptized into Truth.
> “Behold, I make all things new.” (Revelation 21:5)

This is not the end — it is the beginning of everything fulfilled.
The plan of the ages concludes in one crescendo of glory:
All things restored, all men saved, all truth revealed — in Christ alone.
CHAPTER EIGHT

Love That Never Fails
> “Charity never faileth…”
— 1 Corinthians 13:8

Love is not just what God does — love is who God is.
If salvation is the act, and truth is the unveiling, then love is the power behind it all. The gospel does not begin with judgment — it begins with a Father who so loved the world (John 3:16). And that love will never give up, never fall short, and never fail.

What God starts in love, He finishes in glory.
Religion teaches that God’s love is limited by time — that mercy has an expiration date. But love that fails is not divine love. God’s love is not reactionary, not emotional — it is eternal, intentional, and unstoppable.
> “Many waters cannot quench love, neither can the floods drown it…” (Song of Solomon 8:7)
No flood of sin. No depth of depravity. Love reaches deeper.

The Cross Is the Proof — Love Will Not Fail
If the cross of Christ reveals anything, it is this: God will go all the way.
He will descend into death, bear the sin of the world, and rise again to ensure not one sheep is lost.
> “Having loved His own… He loved them unto the end.” (John 13:1)
The end of God’s love is the fulfillment of all things.
And that love will chase the prodigal.
That love will weep outside the tomb.
That love will not quit until every soul is awakened in Him.

Love Is the Greatest Power in the Universe
Love created all things
Love sustains all things
Love redeems all things
Love restores all things
Love will be all in all
Paul declared that love is greater than faith and hope.
Why? Because faith ends in sight, hope ends in fulfillment —
but love never ends.

God’s Love Is Not Waiting to Judge — It’s Moving to Transform
His love burns. His love draws. His love disciplines, yes — but always with the intent to purge and purify, not destroy.
> “As many as I love, I rebuke and chasten…” (Revelation 3:19)
Love doesn’t fail because of resistance.
Love endures resistance until resistance melts in His mercy.

Every Knee Will Bow — Because Love Will Win
Not by threat.
Not by fear.
But by truth revealed, love encountered, mercy overwhelming.
> “At the name of Jesus every knee should bow… and every tongue confess…” (Phil. 2:10–11)
That confession will not be forced.
It will be the cry of those who’ve encountered love that never gave up on them.

The love of God never fails.
It never quits.
It never stops pursuing.
And it will not rest until all men are saved and come into the knowledge of the truth.
Because God is love — and God never fails.
